mpeg2 fast motion encoding problem??

hey everyone! ive tried reencoding mv2 ripped in DVD Decrypter, with REMpeg using fukncalc to get the new settings.....but im having a problem!! when theres any sort of fast motion in the final copy, its all weird! i get lines through it! ive been doing mpeg2 files for DVDs this way for about a month with no problems like this.....i just reformatted and now this has come up! i dont knoww if that has anything to do with it! but if anyone knows a solution for my problem it would be greatly appreciated!!
P.S. sorry if this question has already been addressed....i couldnt find anything about it.
