What method of making a VCD(or SVCD) has the highest quality?

For standard VCD:
- DVD Rip
- DVD2AVI + AVISynth
- or FlaskMPEG
- encoder: TMPGEnc or Panasonic MPEG Encoder
You aren't going to top the quality using those methods (or their derivatives). What you do exactly will be up dependent on your personal preference.

For a very high quality VCD i would use EazyVCD from www.eazyvcd.tk Its fast,simple, and most important easy to use. For now it only supports VCD/XVCD, (soon to support SVCD). But if you want high quality SVCD now i would use DVD2SVCD. Both easy,fast,simple programs.

Does frameserving from DVD2AVI and encoding with TMPEGenc give good SVCD quality?

Frameserving from AVISynth will create the highest quality SVCD video I've seen yet!! I only use TMPG for mpeg1 but with CCE 2.5.....WOW!! There is even a plugin, on Dooms' site I think, so that you can DIRECTLY load the vob without making a d2v file. I'm still playing with it.....but so far looking really good.
