  1. Is it possible to convert a PAL VCD to an NTSC VCD? How?

  2. Everything's possible - load it into TMPGEnc and re-encode using NTSC template.

  3. I believe you will get terrible motion artifacts using this method. For some reason, it does not convert the frame rate as an average over 1 second, but simply drop or add all the frames at the end of each second. Also, for frame and line rate conversion, the software needs to take the average of two frames and lines to make a new one. I don't believe Tmpenc is capabable of doing this. You need to use another piece of software to get the correct new frame rate and frame size before you can reencode it in Tmpegnc. It's simple math, so I don't understand why anybody hasn't written a PAL/NTSC frame/line converter yet. You can buy stand-alone converters for about $300, but a PC could do the process just as good, if not even better.

Obviously I DON'T have a PAL TV. Otherwise, I wouldn't be asking the question.

Thanks to everyone else for your useful information.

sorry.. it seems that some people aren't aware they can play both PAL and NTSC on their PAL TV, and as far as I know vice-versa.

(is it just me or is the USA really backwards when it comes to TV/DVD technology? )

Not sure if this is reason enough to consider the USA backwards, but i do believe that most US TV sets are NTSC only. The reason most European TV sets are PAL and NTSC compatible is because of the amount of video imported from the USA to here, the whole thing starting with VHS I believe.

  9. The route I took was to purchased a cheap Apex AD1100-W DVD player which can play both PAL and NTSC DVD's/VCD's - just make sure that you get the correct model as the newer ones do NOT play VCD. Check the box and serial no. carefully - you need a serial no. that ends with E05.
