    is there a way to increase the pixel count on a movie so it looks better. I have a low bitrate file, doesn't look too good, and I wanted it to look good on a vcd. Now, is there a program that does this?

    I know how to convert files and burn on to vcds, but I want to know how to increase the pixel count.

    How do I say this?

    A program that could do this, wouldn't help, because it would have to guess at the data in the new pixels.
