    If you want to do still pictures there is Ulead DVD Pictureshow (trial at www.ulead.com) $29.99 to buy. If you want to do VCD or SVCD see http://www.vcdhelp.com/author#photo

    You can import stills into most authoring programs & make a motion MPEG2 which you can burn with a DVD authoring program to a DVD but the results may be better with Pictureshow.
