Frame type appears to be interlaced - but this could be the FBI warning. Scan an internal .VOB - never scan the first .VOB, because of the crap the studio adds to the beginning of the movie.

SLK001 is right, make sure the VOB file you're looking at is one of the movie VOB's, they'll usually be 1 GB in size. But for what to check. Add sequence header should always be checked. For the rest here's a general guide:
DVD compliant - Check if you're making a DVD, it'll keep the bitrate to the maximum of 9.8mb/s DVD compliant, as oppose to the 11 mb/s MPEG2 video standard. For SVCD there's no point in checking this.
Upper Field First-Depends on what BV says. If BV says "Field topfirst: Yes" then check this, if it says "No" then don't check this.
Progressive Frames-If the source is progressive check this if it's interlace don't check. You can find out which your source is from BV "Frame Type"
Linear Quantizer Scale-For MPEG2 it's usually better to not check this as a nonlinear quantizer scale usually gives better results.
