Divx to SVCD PAL issue

I have been using LeeBear's Guide without any issue till now.

I have succesfully made SVCDs LeeBears Guide.
Last night I ran into an issue with one that I was working with.
Seems to have been in PAL format at 25 fps. Virtualdub did not give me any errors and everthing seems fine. I played it on my standalone DVD player that does play SVCDs and the video goes jittery every two seconds. The audio seems to stay in sync and the jittery issue is constant throughout the whole video and it appeared on both parts. Has anyone run into this same issue?
Is it becouse it is PAL?
Is it the 25 fps?

Yes the source was 25fps
and once I made two avi with virtual dub I looked at them with my pc and they were fine. Once I use DVD2SVCD and then burn the mpeg then play it on my DVD player the movie jitters just barely noticible it almost looks like an effect. The only thing that i noticed diffrent from this Divx source was that it was PAL at 25 fps.
