Unable to keep aspect ratio at 640X272

I have downloaded a divx of Episode 1 that is Divx5 640X272 PAL 25fps but when I encode it with TMPGenc I keep getting an mpeg that is fullscreen. When I look at the divx on my computer it is widescreen and when I check the properties it says 640X272 but when I load it into TMPGenc and choose full screen keep aspect ratio it still says 340X288 at the bottom of the screen. I have made lots of VCD's before and they have always been the same as the divx I stated with.

I think you mean 352x288! This is standard PAL VCD resolution, and this is what you should see if you a creating a standard compliant VCD.

The settings in TMPG to use are Source aspect ratio=1:1(VGA) and Video arrange method=Full screen (keep aspect ratio). A widescreen movie will then play with correct aspect ratio, with black bands below and above the movie.
