Hope this question is not too hard--PowerDVD and Bitrate

I encoded an mpeg-2 down to a VCD with 2520 CBR. When I opened it up in PowerDVD, the information panel showed that is was 1.5 br. From this info I am wondering if it would be better to capture television with my AIW 7500 with a VCD setting at a CBR of 1.5 and save space ?
