So, new Adobe Premiere has his own MPEG-2 codec. So, if I have DV video sample (from my digital camera) and I code it in MPEG-2 (DVD) format, with which program (codec) I will get better quality? Premiere 6.5 or TMPGEnc?

both use the same codec for DV ... the codec doesnt do the encoding ..
adobe uses Main Concept plug in mpeg2 encoder ..

both do a great job .. depends what your doing with it and there seems to be some issues with Main Concept on DV format (listed thread above also)
