Which should I use for the best picture and sound quality from my VHS to my capture card?

S-vid of course (if your VHS player has it). But dont forget this is only the video signal. You'll have to pull the audio from a sperate RCA.

I have a scart out from my video, so im wondering if composite will be the same?

SCART has composite and may have RGB and/or SVideo depending from equipment. If You have all three RGB and SVideo are switchable in some way (RTFM) as they share wires. RGB is best, if You only can use it and composite is worst.
One more thing - to use SVideo or RGB You must have cable with all wires connected "Full-SCART" -
