Well I just converted Vampire Hunter D, and I am sorry to say that the sound effects are louder then the people talking. If I increase the sound of my movie to compensate for the vocals, the sound effects would blow my speakers into chunks. Did I do something wrong with the conversion using TMPG?

Is that a DVD rip ?, check your sound level settings.
Also in TMPGEnc
Setting > Audio > Use Audio edit > change level
Also

Load AVI and Adjust levels
