Videos encoded at 900kbps cbr and vbr do not play smoothly on my vcd player. I have used tmpeg with vcd pal non standard setting.
However the same video on the same vcd encoded at standard settings plays perfectly.

  3. i have that problem too before, but you take a try at this.change the
    mpeg-1 vcd(non-standard) to mpeg-1 system(VBR),the rate control mode
set 2-pass VBR(VBR)then go to setting set max pass to 2 pass and enable padding not lower then lower bitrate, change to 29.97fps.I hope this will help you.send me a message either you fail or pass.

In this case, with videos at 24fps, encode using NTSC(film) template, reduce the bitrate if need be and maybe enable 3:2 pulldown in tmpgenc, then you should get smooth playback. Encoding 24fps avis at 25fps (PAL) or 29.97fps (NTSC) will result in jerky playback.
