    Is there any way I can output from the DVD player to the decoder card to convert it to VCD or SVCD? What about a DVD rip? Can I use the card to decode this?

    The PVR 250 only take Tuner/S-Video/Composite video input, No you can't use PC DVD drive to do that.
    That why you need Sigma Designs Hollywood Plus, Sigma Designs REALmagic Xcard or any Home DVD Player and plug it in to PVR 250 Tuner/S-Video/Composite video input and hook the audio input.
