  1. Can a hardware encoder (Such as the WinTV PVR 250) be used to encode existing AVI files to mpegs, or does it encode during a live capture only?

  3. OK... So, are there ANY of the hardware cards which can encode an existing AVI file, or am I just better off spending the $200 for a new CPU / MB combo?

    NO not even the 250 nor 350, Very few card can this and thoses puppy cost $800+ US, With rigth video card you can do this or unless you can get your hand on this VideoGate 1000 from Canopus it about $190 US whict dose AVI, MPEG, DIVX, WMV it like decode card but with more usage.
