Can a VCD file with less than 1150 Kbit/sec, less resolution than 352x288 and less fps than 25 be played on a DVD player?

Well there is only one way to find out if your DVD player will play a non standard disk, and that is to try it !
Not making them fully compliant could give you playback problems
