Greetings,
I have heard that there may be programs out there that can 'decode' the mosaic blurring effect typically in Japanese VCDs.
Does anyone here know what can be done to undo that censorship?
Any help would be appreciated.

VCD's do not support overlay graphics like SVCDs or DVDs do. That means that the mosaic censor you are seeing is physically a part of the picture. There is no way to remove it.

Just on a side note Adam, how do you put overlaying graphics on a SVCD without making it a physical part of the picture?

By creating an OGT graphic and multiplexing it into your mpg stream. If you just want to preserve the subtitle tracks from you DVD than you can use subrip to create a series of .bmp files and a .txt file listing all sub times. Then you can use either WinSubMux or I-Author's multiplexor to multiplex the subtitles into your mpg. SVCDS support up to 4 selectable subtitles.
If you wanted to create your own subs you can use I-Author's OGT creator or another similar program.
If you want to create an actual graphic, such as a mosaic censor, then you simply need to create the .bmp and make a txt file with the correct info and display times for your graphic.
OGT overlayed grafics are not physically a part of the picture. They are overlayed on top of the picture during playback and can be turned on or off and can be toggled from one "sub" stream to another.
