However, the encoded mpg2 by using TMPGEnc reviewed before burning is just fine, with video and audio in sync. I wonder why the burned CD is out of sync while the encoded mpg2 is fine. It is a VBR SVCD burned by Nero 5.5.

Don't get excited I'm not relpying with a soloution.
I just want you to know that you're not the only one with this problem. I'm experiencing the same thing. I've made a SVCD using CDRWin to burn a .bin file I created with VCDEasy of a mpeg2 I encoded with TMPGenc at CB 1600, which gradually goes out of sync. Why? If I press pause then play on the DVD player it syncs back up again. The original is fine. -

Nero also might be causing this problem. I don't have any technical evidence to back this up but i have generally just had difficulty authoring fully compatible SVCDS in Nero.
I think its at least worth a try to author your SVCD in vcdimager (with gui if needed) and burn using CDRAO. I only suggest this software combination because its totally free. Any other SVCD authoring program and disk image burning program will work.
