avi to vcd

can any one help hav no problem converting avi 2 vcd or svcd using v dub and tmpeng but have came across its file 352x240 frame size and 14.985 fps 24000 hz sampiling rate for audio

i am use to 25 fps ans 23 ie pal atsc

how do i go about changing this file to vcd or svcd have extracted audio using v dub but tmpeng will not load the avi up

and i dont know what to call it ntsc ,ntsc film or pal

Load up the .avi in DVD2AVI, save ur project and viola, 2 different files, one is video and one is audio. now try to open it in TMPGEnc.
