Having worked with reel to reel audio recording equipment ,the theory is that the faster the recording speed,the better the quality.
Does this apply to video?
ie:23fps-good....25fps-better......29fps-best???

No it doesn't. 23.97 is the speed of 35mm film, 25fps is the speed of PAL TV, 29.97 speed is NTSC TV (N.A. and Japan)
