I am new to burning VCDs but have clients now that want their program on disc. What is the simplest way to burn a VCD with a source of RTV (Newtek Toaster [2] Format). I want the best quality possible.

if they are paying clients -- get a dvd burner and burn to dvd -- they will be much happier and its cheap now to do ..
isnt there an option to output from toaster to avi ? then encode that avi to mpeg and author it and burn it on a dvd disk and charge them 10x the price at about double your cost .. -

Thank you for your reply. However, as I stated, I want to burn a VCD not a DVD. I will be using TMPGen for the conversion but how do I output from the Toaster (AVI,RTV, etc.) to the CD using TMPGen inbetween to convert the file to MPEG2 before it hits the disc?

vcd is mpeg1 .. not mpeg2 .... just follow the guide to the left http://www.vcdhelp.com/tmpgenc.htm
use the vcd wizard in tmpgenc and it goes real smooth ..
problems arise if you dont have the codec of the avi you are incoding installed in you machine .. if it dont play in media player - it will not encode -
