how can I tell if a .mpg is already VCD encoded when I get it?
and can I just burn a vcd encoded .mpg onto a cd and play it in a compatible dvd player?

Look in teh tools section of this site for mpeg analisis...
no u can't just burn it on a cd, it must have the correct layout (is standarised)
Use NERO and select new VCD.
Drag mpeg to burner section...if it is not compliant nero will tell you so..
If it is not, it will convert = reencode, but = qualityloss.
It also may tell you where the incompatibility lies... some aren't that bad and play anyway on most dvd players...but it's a risk..it may or may not work.

Video-CD PAL (MPEG-1 352x288 25fps CBR 1150kbps, Layer-2 44100Hz 224kbps)
Video-CD NTSC (MPEG-1 352x240 29.97fps CBR 1150kbps, Layer-2 44100Hz 224kbps)
Those are the standard compliant settings for a VCD Mpeg, if you try to add a mpeg 1 to your authoring program which has something different to one of the above, it should warn you. If you continue to make the CD it may not play.
You don't just burn it onto a CD, you need to use a VCD authoring program.
