My friend has a mp3 player(like discman) that supports VCD disc.What standard of VCD should I use PAL or NTSC?
Can i use the Nti cd maker`s 200 Video CD option to create VideoCD`s?
Can it work on standalone players?

You questions are a bit confusing but I will try to answer them.
I have a similar discman like MP3 player, NAPA DAV 311. I have had no luck playing DVDs converted to vcds on it. I have tried deinterlacing, using ntsc and pal rips and adjusting the players ntsc and pal settings also. The picture is perfect but the picture hickups after every 2/3 seconds continously. These rips play beautifully on my pioneer 444. I have had no problems playing standard pressed vcds bought from my country pakistan on this player.
I have never used nti. I use roxio winon 3.8. You should have no problem creating vcds using nti 2000 as long as you import a standard vcd mpeg into it. Usually cd writing software has built in encoders. My advice don't use them. Use something like panasonic or tmpeg, and import the final mpeg into you cd writing software.
When making vcds stick to what region you are in. If your dvds are ntsc and your are in a ntsc region, make ntsc vcds. I see no reason why you should convert them into the other region.

If you live in a country that uses NTSC for TV (e.g., North America and Japan), then use NTSC.
If you live in a country that use PAL for TV (e.g., the rest of the world), then use PAL.
NTSC and PAL are television standards.
BTW, the audio bitrate for both NTSC and PAL is 224 kbit/s.
When you correctly make a VCD and if your DVD player can read CD-R/W media, then it should automatically detect it to be a VCD and load the correct software and play it.
