I did a test to find the resolution of VCD, SVCD, VHS and S-VHS. Nice results!

On the bottom of my web page is a link to a high resolution copy of the test chart. Convert it to whatever size you need. The test image is in 4:3 aspect ratio.

To make a "test generator" for testing capturing, convert the test image to 704x480 for NTSC or 704x576 for PAL. Remember to turn off "keep aspect ratio" in your paint program. The picture will look flatten in 704x480. Then save the image as a uncompressed jpg file (or with min compression), and burn it as a still image on a VCD (or SVCD). Set the time dalay to infinite (Nero). Burn the VCD. Pop the VCD into a DVD player, and you have a high quality test signal source for making VCD and SVCD resolution tests.
It would be fun to see what difference there is between composite video capture and S-Video capture...
