    in cool edit pro 2.0

    press F12
    to switch to Waveform view
    then Effects -> Time/Pitch -> Stretch

    If you are converting fom 23.976 to 25 fps then use Besweet...

    As for stretching the video, virtualdub will do that for you, just change the video frame rate...
