Chapters with vcd easy

I tried using vcd easy to make chapters but for some reason it only makes using movies that are made in PAL. I wouldnt mind the movie being in pal except id rather have ntsc. anyone know a program that can make chapter with movie in NTSC or some way vcd easy can use ntsc. I unchecked the feature that says to scan movies so i could load the NTSC movies but even though they make chapters, when i view them in the dvd player the picture is all screwed up.

I dont believe VCDEasy cares whether or not the MPEG is NTSC or PAL, but it'll probably make a NTSC or PAL VCD based on the way the video was encoded. I dont think its something that you configure in VCDEasy...at least not with VCDImager.
