if i have a file and its already an mpeg, do i need to change it before its burned as a vcd?? thx

Easy way to check is to use nero, select to burn VCD drag the file across you want to burn, if it's not VCD compliant nero will alert you to this fact. You could still burn it if its not compliant but this will be an XVCD and your player may, or may not play it, check compatability list to see if your player can play XVCD. If its not compliant and you want to reencode it, dont use nero, use TMPGEnc.
