Web Design: What should I charge?

I am making a website for a building company that is owned by my neighbor. I am making invisible frames with a Flash menu. I also have to buy a digital camera for this project. Just a guess: What would you charge?

I am thinking between $350-$400

You cant charge a client due to you not having the proper tools, whats next, you going to charge them because you dont have a computer to do the design on?

I am currently not charging them for that chief.....

I would charge about $15 - $20 per Hour, Thats just me, maybe I'm to cheap.

P.S. - I designed a Website for my Company, I did most of it on the crappy computers at work, I did some work at Home on my Pentium 4 & just charged them pretty much Overtime.
