I was wondering what mpeg1/2 encoders support SMP? I have heard LSX does but not about anything else. How about TMPGEnc?

You mean multi-threaded processing right? Yes, TMPGEnc does support that. A dual processor system might cut the encoding time by 30%. But TMPGEnc is a lot slower compared to LSX. Even with a dual Athlon MP system, LSX might encode faster than TMPGEnc but the quality of TMPGEnc is worth the wait.
