Im having a problem with jerky video playback on my rotel dvd player. I'm using virtual dub for ripping audio, TMPGEnc for encoding, and nero or vcd easy for burning. I'm wasting alot of cd-rs trying to work this out myself but now i'm asking for help. So any suggestions would be greatly appreciated.

just how jerky is it? If it jerks slightly every second or so then there is a good chance that you are converting NTSC to PAL framerates without realising. Check the framerate of your source avi's (are they downloaded divx?) by opening in virtualdub and going to file->file properties. Then select a TmpGenc template which has the matching framerate.
FYI
NTSC (film) = 23.97fps
PAL = 25 fps
NSTC = 29.97fps
Hope this helps!
