I've got a 640x272 25fps Divx movie, and I want to add black bars to it (so the final res would be 640x480). However, I don't see how I can do this without re-encoding (and therefore losing more quality, as Divx is not lossless).
For anyone who's curious, I want to do this so that I can watch the Divx file through my H+ using HHPlus. Playing the file the way it is now (ie. with no black bars) works, but the video is slightly shifted to the right on the TV (leaving about a 1cm black gap between the left of the TV and the picture).

you won't be able to add black bars withour re-encoding. That's pretty much the bottom line...
