My TV has a very stupid problem of being unable to show the whole picture. For example, I encoded anime DivX with subtitles using the basic template of TMPGEnc (NTSC) then burn to nero as VCD. When I play it on the TV, the subtitles were at the very bottom of the screen, only the upper half being shown.
Is there a way that I can make the encoded video smaller so that I can see the entire screen, or should I get a new TV instead?

Your TV does not have a stupid problem. Buying a new TV won't help. All TVs feature overscan which ensures there is no annoying black edges displayed as on computer monitors. You can resize with an encoder such as TMPGEnc. I'm sure others can give detail on this. Or, search for past solutions that have appeared right here on this site on almost a weekly basis.
