I've created a small 8 minute test VCD from DV video I captured from a home video. I used TMPG Enc to convert to NTSC Video CD compliant Mpeg. I then used VCD Easy to burn the Video CD.
The resulting video looks fine when I play it using WinDVD on my computer. But when I play it on my Toshiba DVD player the audio plays fine, but the video is very jerky and often has several second pauses. Any suggestions on what I might be doing wrong?

you're doing nothing wrong, it's the player, try it on another one, I bet it'll play smoothly.
