How to remove duplicate frames on this source, with any frame skipping?

I'm trying to remove duplicate frames on this source, but no matter what I do, I keep getting frame skipping.
Can anyone help me out there please, thanks!

Looking at the first 100 frames, I see the following as unique frames:
0 3 5 9 12 15 18 21 24 28 31 34 36 39 42 45 47 49 51 53 56 58 60 62 64 66 68 70 72 73 74 76 78 80 81 82 83 84 85 86 87 88 89 90 91 92 93 94 95 96 97 99
=> I do not see a pattern, the only way I see to deal with this is either:
a. either create vfr output i.e. by using DeDup (if av sync isn't required, simply don't add the time codes to the output)
b. live with duplicate frames or interpolated frames

FWIW here an attempt to temporally smoothen the video using DeDup and motion interpolation to 25fps. Not at all optimized (too lazy to try harder ).
