    I used to use a VCD player called sthsvcd.exe or sthsdvd.exe, that had a frame-grab button. It was freeware, and should still be available under video players on www.mpegx.com. The maker, Southern Liang, has its own website but it's only in Chinese so I couldn't navigate it.

    PowerDVD also play VCDs, and have a capture button.
