I am looking for help to try to restore this video. Although I am not completely unfamiliar with the process, my knowledge is limited, as I do not know how to use avisynth or other programs. I would need help with this video. I have no problem with using IA or other programs to improve the quality, as long as it can be viewed properly.

that file is flagged as interlaced, but isn't interlaced,... TDecimate could be used for the decimation.
(not sure how this ended up inside a mp4 container with this characteristics, if the source is a DVD)

Depends what you mean by "restore".

Here's my attempt. By the look of the aspect of the drum, the video itself is 16:9.
The pattern is 123455, so it's AVISynth: TFM plus TDecimate cycle 6, remove 1. I added TemporalDegrain2 for noise reduction and then in VDub, some sharpening and resizing.

Could it be that this is PsF (progressive segmented frame)? So in other words - pairs of fields that are from the same moment in time? I've seen it on old U-Matic music videos before which essentially allows for a progressive frame but is still NTSC/interlaced compliant.
