how do i convert from widescreen to Letter box

first of all i want to thank the web marsters This is a great site.

but i still got a problem. some of my movies i downloaded is in widescreen format. when i burn it to vcd and play it on my DVD player conected to my TV (not a widescreen tv) it shows it all but in pan & scan wiew (peaple in the movie is very thin and tall).
i got one vcd movie in letter box format (black belt in top and buttom) so i wonder is there a program that can convert fron widecreen to letterbox format.
please help
