hello
if im recording live stream with VLC media player , and video source is 1080p can i record directly in 720p? anyway to change video resolution?

i tried OBS, i dont have video graphic card so even with 6000 video bitrate output have pixelated recording -

Downscaling requires a reencoding, which your machine probably can't do in real time for 720p if you don't have a video card.
Probably your m3u8 playlist already proposes a 720p stream; why don't you simply download that one? -
