You want to encode it to a different resolution in realtime while it's being captured? This seems doubtful

i know this , but i dont want to record with OBS , i want to record live stream via VLC ,

i tried OBS, i dont have video graphic card so even with 6000 video bitrate output have pixelated recording

Downscaling requires a reencoding, which your machine probably can't do in real time for 720p if you don't have a video card.

Probably your m3u8 playlist already proposes a 720p stream; why don't you simply download that one?
