Because I don't convert video all that frequently I may be out of touch but here goes.
WHen I rip a DVD to convert to VCD, I use the standard 23.x fps when frameserving(TMPG) and burn using NERO , no problem. That would be NTSC Film .
Now I recently had to convert a video camera video ...and To preserve some quality, I captured as an AVI in 5 , 12 minute clips. I then put through TMPG as NTSC VCD (29.97 fps) standard. Worked fine, played fine, etc. But when I tried to create a VCD with Nero it said I was non-compliant, IGNORE, it would RE-ENCODE or Cancel. I have seen this messagebefore if an MPEG was a little bit off, but what it was really trying to tell me was that 29.97 is not compliant.
Is that so ???
Bottom line, when doing VIDEO's (VCR to PC or Video Cam to PC) and capture, should I be looking toward 29.97 or 23 ? The avi was 29.97 and thats what I was told is standard for video. Why does nero think that is non-compliant ? And at the speed it wished to re-encode, I did not want to wait around.
I wound up taking the 29.97 NTSC and using TMPG NTSC(Film) and tested one. Nero had no compliants.
Help from a video expert would be appreciated..........Thanks !!!

I'm not a video expert, but...
Could you provide the full message that Nero gives you that says its not compliant? I've found that any time I get that same message its because *I* messed up...wrong template, bad video rate, bad audio rate, blah, blah, blah.... And, Nero is usually pretty specific about what it found.Have a good one,

23.976fps and 29.97fps are both supported in the vcd standard. From my experience Nero wouldn't know a vcd compliant mpg if it encoded it itself.
Perhaps your file is just not multiplexed correctly. This happens occasionally with TMPGenc's output if you encode audio and video together. Try demuxing and remuxing as a vcd. Use the mpeg tools in TMPGenc.
If Nero continues to complain then I would use another program. Try vcdeasy in the tools section. -
Thanks to all...Thats kind of what I thought. If I CAPTURE as a straight VCD, 29.97 fps, then NERO, tehre is NO complaint. But put TMPG in the mix and it doesn't go as clean. Funny part is, NERO re-encodes quite well.
I need to experiment some....
