  1. Hello everyone, I have some videos shot with my phone and camera in HDR10+, I wanted to edit them on my Windows PC and then save them, but when I save them the color range is lost, what free or not too expensive program can I use? I've seen Filmora, Movavi, Shotcut, Kdenlive and the Free version of Resolve, could you help me?

    You don't need an editor, you need a converter, to the best of my knowledge, FFMPEG can downsample HEVC 10 bit to h.264, so can VideoProc
    It's not important the problem be solved, only that the blame for the mistake is assigned correctly

    Yes, the OP doesn't state explicity whether he wants to maintain the HDR or tonemap to non-HDR
