    is any way to Play Highest quality in low speed ? because my internet speed is not so high so i can't get MPD /m3u8 for High quality video,
    But my Device is 1080p and HDCP supported and playing 480p in my speed ...

    With streaming? No, because the internet is not fast enough transmit the data so you can watch it without constant buffering.
    If it's something important, download it first and watch it locally
