    Dear Friends!

    Anybode knows is it possible to stream video to VLC player through RTP( uder UTP),from external device, without RTSP(control) ?
    Or without "play" it can not started even video sends under RTP?

    Please help!

    You mean under UDP without RTSP?
    RTSP it's a streaming protocol, RTP it's a transport protocol that uses RTSP to negotiate the media you are streaming.

    The answer is no.
    You can implement a RTP only server but you have to do it or look it over the internet, you might find something done already.
