I'm looking to get a new capture card or dongle to convert some VHS to digital. I don't need the greatest stuff, and I plan on capturing lossless and doing post-editing to de-interlace, remove noise when needed, and encode.
I'm running Windows 10 64-bit, have a couple PCI Express slots, two 1X and one 8X available.
I have multiple USB 3 and 2 ports available, though I like having something that can to HUFFYUV lossless encoding on the fly.

The Hauppauge USB 2 or a Diamond VC500 are fine for VHS. But if you're looking for decent quality you'll also need a time base corrector. A Panasonic ES10 or ES15 DVD recorder in pass-through mode works well.

Is there any difference between the Hauppauge USB 2 & Diamond VC500, is either one better?
Does anyone know which video chipset is used in each? -
Current version of the VC500 uses a Conexant chip, and I recall reading recently that the Hauppauge also does. But no two devices implement the same chip in the same way. Both devices are comparable quality, but similar to the ATI 600 USB the Hauppauge USB-2 clips blacks -- this will be a problem on some videos, such as those with a lot of night shots or old-style high contrast Technicolor. The clipping occurs ahead of the render stage and can be controlled only with a hardware proc amp in the capture chain ahead of the USB device. I'd stick with the VC500.
