Seem this is very important to you so why you not go for sufficiently high oversampled (54MHz or more) video acquisition (8 bit ADC should be OK) and remain processing performed on software side (so synchronization, chroma processing but also accurate TBC) - with around 18.5ns resolution you should be able to get very high quality. Nice example of such approach is https://github.com/happycube/ld-decode.
Something like https://www.aliexpress.com/item/2016-NEW-HANTEK-6074BC-PC-based-USB-Oscilloscope-4-cha...ceBeautifyAB=0 only equipped with USB3 - single channel is sufficient - no need for more channels. Focus on software - this should be way easier than creating TBC from scratch . -

First of all, we need to correct the TBC performance concept of the VCR. Various data indicate that I have also inquired about the TBC performance of the AG7750, JVC BR525, which is a multi-channel gating technique. Once again - my point was that instead pursuing ancient hardware it is better to focus on software as modern computers offers capabilities to perform all necessary processing with higher accuracy in software and in real time (or quasi real time) - as a proof of concept you can check software Laser Disc decoding - similar approach can be used to process video signal - you can use just single channel - to acquire video signal, perform sync stripping based on this you can apply TBC and you can also perform software colour decoding. (as it is clear to me that you are determined to begin develop own HW and SW thus i advise to put more pressure on SW and use general ADC HW).

In the U.S., back in the early to mid 90's, JVC made the best VHS - SVHS playback systems. We're talking 7,500.00 dollar professional decks. Panasonic's Professional decks from the 90's seemed to produce a softer image.
