Which Software to cut videos seamlessly & maybe add a caption?

Hi,

I need to start editing some videos, & I don't know how to do this, but the more important issue is which software to get.

They are all over my budget & this isn't something I do for money, so can several people recommend an easy to use affordable video editing software.

I just need to be able to cut videos seamlessly & maybe add a caption. I don't need extreme bells & whistles.
