Is AVI CBR?

AVI is whatever you want it to be. It is not a format; it is a container.

It is impossible to create pure CBR without adding so called stuffing and even MPEG-TS where stuffing exist is always CBR within +-1 188byte packet (from single bit/byte perspective even MPEG-TS is VBR).

a while ago it had a problem with mp3 audio going out if sync if it was vbr, but that for the most part is fixed.
