    I want to change it to 1 1/2 times the normal speed. How can I do so with a free app?

    Change the metadata to show a 50% higher framerate. Done.

    Oh yeah, if you want in sync audio, you will have to do the same thing with the audio sample rate, or demux-speedup-reencode-remux.
