For these types of requests...

Rule number 1 is that those who want to try to help you need access to the original video. Don't expect to get much help based on a YouTube video. YouTube re-encodes, which changes the video somewhat.

Rule number 2 is that unless the information that you want is almost discernible in the original video, there is little chance of enhancing details enough to make it visible.

Infrared doesn't capture much detail because of the longer wavelength.

People expect all sorts of miracles because of hundreds of Hollywood movies and TV shows that show completely impossible "enhancements" to video (type "enhance that" in the YouTube search bar and click on the results to see a great tribute to this idiocy).

I do media restoration for a living, and if you can't read it or recognize it in the original video, you won't suddenly be able to tell anything more after running it through some sort of miracle software. What restoration can do is make the media (photos or video) more pleasant to watch, and free from a lot of defects and artifacts.

Adding detail that isn't there is a little like perpetual motion: once you think about the concept, you realize why it can never happen.

In addtion to the good advice poste above. It's always best to pass on the original video on the orignal media (e.g. SD card) to your local law enforcement. If it's warranted, they'll find a way to extract the necessary info from the video, especially if it's a criminal case.

Of the dozens of posts like yours I've seen here, only once or twice have I ever heard that the enhanced info from a video helped prove a case.
