I didn't see "his" hand anywhere in the clip. And I didn't see any stuttering. I think the video has dot crawl artifacts that have been upscaled from SD to HD.

If by 'stutter' you mean the nasty dot crawl, then you have not only a different understanding but an incorrect one. You might try a dot crawl filter such as Checkmate:
http://avisynth.nl/index.php/External_filters#Rainbow_.26_Dot_Crawl_Removal
You might also want to bring the framerate down from 120fps. -
Regular dot crawl filters probably won't work unless you undo the upscale and go back to the original frame rate.
